Beauty & personal care
Skincare and moisturizers
Nothing. Skincare is not on the list. Heading 3304 does appear, but only three of its lines: lip make-up, eye make-up, and manicure or pedicure preparations. The lines covering creams, serums, moisturizers, cleansers, sunscreen and face powder - 3304.91 and 3304.99 - are not among the 648 tariff items.
Beauty or make-up preparations and preparations for the care of the skin
Not on the listThese goods do not appear on the official tariff-item list.
Why it is widely believed otherwise
Beauty and personal care were widely named as a targeted sector, and heading 3304 is titled "preparations for the care of the skin", which reads as though it covers everything under it. The list takes three subheadings from it and leaves the skincare lines alone.
What people get wrong
The Canadian manufacturers below stay in this entry, just not on a tariff pretext. Beauty has more Canadian manufacturing than appliances or electronics, so these are real answers rather than consolation prizes - they were good answers before these tariffs and are unaffected by them.

Made in CanadaConfirmed by the maker
Where it is made: Toronto and the Golden Horseshoe, Ontario
Carries "Made in Canada" in its own site branding, with lab and packaging around the Golden Horseshoe, and is listed by Support Ontario Made as a Toronto manufacturer.
Made in CanadaConfirmed by the maker
Where it is made: Montreal, Quebec
Publishes a page about its own 150,000 sq ft factory outside Montreal and states production happens in-house. One of the best-documented Canadian manufacturing claims in this directory.

Not US-madeReported by a third party
Where it is made: Toronto, Ontario. Owned by Estee Lauder of the United States
Here as the reverse of the usual warning. DECIEM is Toronto-based with five in-house labs there, and was fully acquired by Estee Lauder in 2024. American ownership, Canadian production. Boycotting by brand nationality would wrongly flag it - and in this category there is no surtax to avoid in the first place.

Makeup and cosmetics
US-made lipstick, eye makeup and nail products sit in the top 50% band. The scope is narrower than the word "makeup" suggests: only those three lines are listed. Foundation, powder, blush and setting products fall under 3304.91 and 3304.99, which are not on the list.

What people get wrong
Indie beauty brands very often use contract manufacturers, and plenty of Canadian-founded labels are produced in the United States or China. A Canadian founder is not a Canadian factory, and most brands do not publish who makes their products. This category has the weakest origin sourcing on the site, and it is shown rather than hidden.

Where it is made: Company based in Niagara, Ontario. Manufacturing location not published
Indigenous-owned and Canadian-headquartered. Their site publishes a post describing one product, an illuminating primer, as made in Canada, but does not state a manufacturing location for the range. Listed as Canadian-owned, not Canadian-made, because that is all that could be established.
Pure Anada

Depends on the modelConfirmed by the maker
Where it is made: Manitoba - except nail polish, which the company states is made in the USA, and pencils, made in Italy
The clearest manufacturing statement of any cosmetics brand on this site, and the most useful footnote on the whole site. Pure Anada says on its own site that, unlike most brands that rely on third-party manufacturers, it produces everything in its own certified lab and facilities in Manitoba - and then adds, in the same breath, that the only exceptions are nail polish, made in the USA, and pencils, made in Italy. Read that against the tariff list and it becomes the neatest illustration of what this site is for. Makeup is item 3304.10.00 at 50% and nail polish is item 3304.30.00, also at 50%, and both are on the list. A Pure Anada lipstick is made in Manitoba, so it is Canadian-origin and the surtax never touches it. A Pure Anada nail polish, from the same Canadian company, off the same website, is made in the United States and is exactly the kind of good the surtax is aimed at. Same brand, same order, opposite answers - and the company told you which was which before anyone asked. Marked mixed rather than made in Canada for that reason: the origin here is a property of the bottle, not the label on the site.

Hair products, but not shampoo
One line from heading 3305 is on the list, "Other", at 50%. That catches styling products, treatments, masks and leave-in products. Shampoo has its own tariff item, 3305.10, and it is not on the list. Neither are permanent waving or straightening preparations (3305.20) or hair lacquers (3305.30).

What people get wrong
This category was called "Shampoo, conditioner and hair products" until the official list was read, which is an awkward name for a category whose one certainty is that shampoo is not covered. Conditioner is unsettled: it is not separately named in the schedule, so which side of the line it falls on depends on how the importer classifies it. The Canadian manufacturers below produce a full hair range domestically, so the practical answer does not change either way.

What people get wrong
Fine fragrance is disproportionately compounded and bottled in France regardless of which company owns the brand, so real exposure here is smaller than a 50% headline suggests. No Canadian fragrance manufacturer could be verified for this list, and that is still true after a second search on 26 August 2026. What that search did turn up is worth knowing about, because it is a structural fact about this industry rather than a gap in the research. Fragrance separates the two things this site normally treats as one: composing a perfume and manufacturing it are routinely different companies in different countries. A house can be entirely Quebecois in ownership, staff and creative direction and still have its juice compounded and bottled by a contract laboratory somewhere else, and almost none of them publish which. So the single Canadian row below is recorded as unconfirmed rather than upgraded on the strength of the founder's address, and that is the state of this category rather than a placeholder. If you make perfume in Canada and say so publicly, this entry wants the row.

Monsillage
Eau de parfum, composed by an independent Quebec perfumer
Source: monsillage.com · checked 2026-08-26
Origin unconfirmedNot verified
Where it is made: Not published. The perfumer is based in Quebec and the house sells from Montreal
Included because a reader looking for a Canadian alternative to a US fragrance should at least be pointed at one that exists, and because being honest about what is not known is more useful than an empty list. Monsillage is a small independent house whose perfumer is Quebecoise and which sells in Canadian dollars from Montreal. What its own site does not say, anywhere this search could find, is where the juice is actually made. That matters more in fragrance than almost any other category on this site: composing a perfume and manufacturing it are routinely different companies in different countries, and a house being Quebec-based tells you nothing about the second. Recorded as unconfirmed for that reason, not as a criticism of the house.

Soap and body wash
Nothing. Chapter 34, which covers soap and organic surface-active preparations, does not appear on the list at all. Not one of the 648 tariff items is in chapter 34.
Soap and organic surface-active preparations for toilet use
Not on the listThese goods do not appear on the official tariff-item list.
Why it is widely believed otherwise
Personal care was named as a targeted sector, and soap is personal care. The tariff-item list does not reach it.
What people get wrong
The brands below stay because small-batch soap is one of the easiest things to buy Canadian-made - the manufacturing is the business rather than an outsourced step. That was true before these tariffs and is unaffected by them.

Why it is widely believed otherwise
The same pattern as soap and toothpaste: the sector was named in the announcement, the tariff items were not.
What people get wrong
The mass-market deodorant aisle is dominated by two American multinationals, so switching still changes where your money goes. It does not change what you pay in surtax, because there is none on this category.

Preparations for oral or dental hygiene

Why it is widely believed otherwise
Toothpaste turned up in a great deal of "what will cost more" coverage. It is the clearest case on this site of sector-level description outrunning the tariff-item list.
What people get wrong
As with deodorant, the shelf is mostly two American multinationals, and buying Canadian here is a choice about where your money goes rather than a way to avoid a surtax.
